Baghdad lists 13 preconditions for talks with Kurds

Baghdat is not serious about negotiating a new autonomy treaty with Kurds. The list of pre-conditions amount to full capitulation and cessation of any Kurdish  soveregnity.  The result of the conflict with Baghdat has been broadening civil turmoil and severe  economic hardship for Kurds. The collapse  of central authority will embolden PKK and backfire on Turkey which along with Iran and Baghdat pressure Iraqi Kurds  into totlal surrender.
